From eCOPR to PR Card: What Happens After Your Final Decision

A lot of applicants assume Final Decision (FD) means they're done. It's a huge milestone, but there are still a few steps between FD and holding a physical PR card.

eCOPR: confirmation, not the card

The electronic Confirmation of Permanent Residence (eCOPR) is IRCC's official confirmation that your application was approved. For inland applicants, it typically becomes available in the portal shortly after FD. It's proof of your new status, but it is not the physical card you'll use for travel and identification day-to-day.

Landing or validation

Outland applicants generally need to "land" (physically enter Canada and validate their status with a border officer) before their permanent residence is fully in effect. Inland applicants who are already living in Canada usually don't need a separate landing appointment.

Then: the PR card

Once your status is confirmed, IRCC mails a physical PR card to the address on file. Processing and mailing time varies and is worth tracking separately, since it's the step most applicants have the least visibility into, which is exactly why it's tracked as its own milestone in North Queue rather than lumped in with Final Decision.

If you move during this window, updating your address with IRCC promptly matters. A card mailed to an old address is one of the more avoidable sources of delay at this stage.
